We regulate fee levels at higher education providers, ensure a framework is in place for assessing the quality of higher education and scrutinise the performance of designated providers.

HEFCW has specific regulatory duties relating to:

  • monitoring regulated institutions’ compliance with fee and access plans
  • assessing the quality of education
  • monitoring institutions’ compliance with the Financial Management Code
  • providing information and advice to Welsh Ministers.

We report every year on how we have exercised our functions through the Higher Education (Wales) Act 2015. We submitted our 2019/20 Annual Regulatory Report to the Welsh Government on 31 March 2021.

Course designation

Only institutions with automatic designation or specific designation will have their courses eligible for student support.

Fee and access plans

Any institution that wishes for its full-time undergraduate courses to be automatically designated for student support must submit a fee and access plan to HEFCW.
