Working with higher education providers

This section is mainly a resource for higher education institutions and further education colleges that have courses we directly fund. Here, institutions will come across new or updated information which might be of direct relevance to them or which they might need to respond to.

In this section, you will find:
  • guidance for higher education (HE) institutions and further education (FE) colleges about returning data to us, which inform funding decisions and which we publish in various formats
  • information about how we work with HE institutions in the areas of equality and diversity, and how we work with them more generally
  • information about how we ask HE institutions to ensure financial and other compliance
  • guidance for governors of HE institutions
  • all of HEFCW's circulars since 2003

As an intermediary body between the Assembly and the higher education HE sector in Wales, HEFCW acts within an environment within which we influence rather than control.

We work with principally the universities in Wales to help ensure that the funding we allocate - the annual 'block' grant to HE institutions based on enrolments and research performance or smaller amounts for strategies or initiatives - is spent:

  • in accordance with their own missions and aims
  • in a way which helps achieve the objectives for higher education in Wales outlined by the Welsh Assembly Government
  • effectively, so that public funds can be accounted for

The Welsh Assembly Government expects us to adopt a more strategic approach, which means that we must look at the way we use core funding, Reaching Higher funding, student numbers and reconfiguration and collaboration to strengthen the HE sector in Wales.
