  • This circular provides an overview of the responses received to the circular ‘Consultation on revisions to the financial memorandum’ (W15/16HE), setting out our responses to those points as well as the changes made as a result.
  • The circular also introduces the new Financial Memorandum under the name ‘Memorandum of Assurance and Accountability’.

  • This circular requests institutions to return aggregated student data to enable HEFCW to have early indications of student numbers; monitor recruitment of students under the new fee regime; make estimates of fee grant costs; inform the allocation of intake quotas to Centres of Teacher Education; and monitor Phase 2 of the UHOVI scheme. It also reports on the responses to the consultation on the review of HESES survey.

  • This circular requests further education institutions to return data to enable HEFCW to calculate any adjustments to 2014/15 funding and establish final numbers of students and credit values at further education institutions for 2014/15. It also gives definitions and guidance to higher education institutions about the end of year data that are extracted from the 2014/15 HESA student record via the HESA Information Reporting Interface Service (IRIS) to calculate any adjustments to 2014/15 funding, monitor information on initial teacher training courses and establish final numbers of students and credit values at higher education institutions for 2014/15.

  • This consultation circular is addressed to the governing bodies and heads of regulated institutions and other interested parties. It seeks views on the Statement of Intervention outlining HEFCW’s powers of intervention under the Higher Education (Wales) Act 2015, which is to be put in place for a transitional period from 1 September 2015 until 31 August 2017.

  • This circular sets out details of research capital funding that will be provided in 2015-16 to qualifying institutions. There is a requirement upon all qualifying institutions to submit details of intended expenditure in 2015-16 in the required format by 30 September 2015, but only if proposals have changed from the previous report submitted at 31 January 2015. All qualifying institutions are required to provide a report on the use of the current or previous funding by 5 February 2016 and their intended priorities for the following year.

  • This circular provides guidance to Welsh institutions that wish to charge above the basic fee rate of £4,000 in 2016/17 for UK and EU students on full-time undergraduate courses and those postgraduate courses, such as PGCEs, that are subject to regulated undergraduate fees. These institutions are required to submit a one-year fee plan detailing the investment they will make in support of equality of opportunity and the promotion of higher education.
